In my despatch No. 3 of January 23rd I had the honour to report the occupation of Klangahow and Hoihow by the Revoluti onery Army from Canton, and I have now the honour to address you on the mbject of the security of the foreign a mmunity.

So far the occupation has been purely military. civil officials have had time to arrive and no representatives of the Labour Party or boycotters have yet made an appearance. This however is only a matter of days and then the economic war and anti-foreign nesaures are certain to be put into execution.

3. At the least commercs with Hongkong will be out off and British steamers boycotted. Conditions at other Southern porta appear to vary so widely that it is impossible to predict what may be in store. Should the same olemency be shown at Hoihow as at Pakhol, foreigners will be practically unmolested. Servants will be allowed to remin and there will be no food boycott. This is the beat that can be hoped for and the hope may be defeated owing to the absence of foreign merchanta at Pakhoi and the greater importance of this port to Hongkong from an economic point of view. Life will then merely be unpleasant and the main inconvenience will probably be the renewal of foreign stores and groceries which, however, it may be possible to import from Haiphong.
